Advisory Board Charter: CareConnect
1. Purpose
The AI Advisory Board (the "Board") is a volunteer body established to provide expert oversight and ethical guidance for the CareConnect AI Assistant. Its primary goal is to mitigate risks associated with "duty of care," algorithmic bias, and clinical safety within a non-profit, community-focused context.
2. Membership & Roles
The Board shall consist of at least three (3) volunteer members representing the following expertise:
| Role | Responsibility |
|---|---|
| Clinical Lead | Social worker or health professional. Reviews for "Unauthorized Practice of Medicine" risks and clinical accuracy. |
| Legal/Ethics Lead | Lawyer or paralegal. Reviews compliance with PIPEDA, PHIPA, and common law negligence standards (Moffatt v. Air Canada). |
| User/Community Advocate | Kingston resident or community organizer. Ensures the AI remains accessible (AODA) and culturally sensitive. |
3. Scope of Review
The Board is responsible for periodic review of:
- Safety Preamble: The hard-coded system instructions governing AI behavior.
- Crisis Logs (Anonymized): Statistics on "Crisis Circuit Breaker" triggers to identify emerging community needs.
- Accuracy Audits: Periodic "spot checks" of AI responses against the official service directory.
4. Cadence & Governance
- Meetings: Quarterly (Virtual).
- Decision Making: Advisory only. Final implementation rests with the Project Lead.
- Liability: Participation is strictly volunteer; members bear no individual liability for AI outputs, provided reviews are conducted in "good faith."
